En un vano intento de seguir con esa tradici\u00f3n la Constituci\u00f3n Nacional del Paraguay de 1992 reza en su art\u00edculo 107: <em><strong>\u201cNo ser\u00e1 permitida la creaci\u00f3n de monopolios\u201d<\/strong><\/em> y, sin embargo, el Instituto de Previsi\u00f3n Social (IPS) es un monopolio que medra a la sombra y amparo de un Estado corrupto que lo utiliza para fines particulares del aterrizado pol\u00edtico de turno.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">En teor\u00eda el IPS es de los asegurados. Pero eso es solo el slogan. La realidad nos dicta que IPS es de los pol\u00edticos y que estos han obligado, de forma monop\u00f3lica, a cotizantes y patronales a elegir el IPS como seguridad social. Si usted es empleado, debe aportar 9% a IPS; si usted es empleador debe aportar 16,5 % a IPS. No hay discusi\u00f3n al respecto, as\u00ed como tampoco hay competencia, ni libre concurrencia. Los resultados saltan a la vista. El servicio de salud es paup\u00e9rrimo, la gesti\u00f3n ineficiente, las instalaciones se caen a pedazos, los malos profesionales son amparados por sindicatos corruptos y venales; los buenos profesionales, maltratados por un sistema injusto, medicamentos vencidos y el futuro de la previsi\u00f3n social, representado por los fondos jubilatorios, entregados a empresas o destinados como garant\u00edas para pagar pr\u00e9stamos que, es casi seguro, ser\u00e1n despilfarrados en aras del poder pol\u00edtico. <\/p>\n\n\n\n<p class=\"has-text-align-justify\">Es el precio que todos los paraguayos cotizantes de IPS pagamos por la ineficiencia y la corrupci\u00f3n de un monopolio, un precio demasiado alto porque es el precio del futuro.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Desde Adam Smith sabemos que los monopolios siempre son ineficientes. \u201cEl precio del monopolio siempre es el m\u00e1s alto posible; el precio natural o el de libre competencia es el m\u00e1s bajo posible\u201d, dice el padre de la econom\u00eda moderna.
